Located in Houston's East End, the Harrisburg Plaza area is undergoing a significant transformation — from a historically industrial and commercial zone into a vibrant, residential neighborhood.

As part of its mission to enhance safety and quality of life, the East End District partnered with Teksys, Inc. and technology providers to deploy a public safety infrastructure supporting its Public Safety Ecosystem initiative. This program fosters collaboration between vendors and civic leaders to deploy strategic, technology-driven solutions that anticipate risk and enhance community well-being.

The Challenge

A neighborhood in transition with growing safety risks

The Harrisburg Plaza area faced emerging challenges due to the neighborhood's shift toward residential development. Legacy infrastructure, including narrow roadways, poor sightlines at intersections, and aging rail systems, posed serious safety risks.

These concerns were further amplified by the recent expansion of public and private transit terminals in the area, which led to increased loitering and petty crime. With no available backhaul locations and limited space for wired infrastructure, a reliable and interference-resistant wireless network was essential. Additionally, the RF spectrum in the area is congested by METRO Light Rail and local commercial traffic, requiring a highly resilient system.

The Solution

Longtime Altowav advisors worked closely with Teksys and the East End District to develop a solution tailored for the complexities of urban deployment. The team selected Altowav's 60GHz K60 radios for their interference resistance, high bandwidth, and ease of integration.

Facilitating Multiple Safety Solutions

Cameras, sensors, and analytics — all on one wireless backbone

The deployment included 16 Altowav K60 radios supporting a combination of advanced analytic cameras and sensors:

  • Bosch® FLEXIDOME® 8100i X Series 4MP camera (2 units)
  • Hanwha Vision® PNM-C16013RVQ 4MP×4 IR multi-sensor camera (6 units)
  • EAGL DragonFly™ X outdoor gunshot detection sensor (5 units)

All devices are managed through Genetec® Security Center, using Bosch and Hanwha analytics for real-time traffic and safety monitoring. Altowav's purpose-built smart city solution was selected for its superior RF performance and support structure, making it the clear choice for this deployment.

The Result

Measurable safety improvements from day one

The system went live on April 4, 2025, following a six-week deployment. Immediately, the East End District saw measurable benefits: the ability to support emergency response times, improved pedestrian and cyclist safety, assistance in police investigations, and increased business community engagement and satisfaction.

These benefits contribute significantly to making the East End District Harrisburg Plaza area safer, more attractive, and economically vibrant. The wireless infrastructure also enables continuous data collection to inform future city planning, supporting the District's long-term vision for smarter, safer urban environments.

$3.4 million federal grant and national media coverage

The East End District's efforts to improve mobility and safety have gained national attention. In January 2025, the Federal Railroad Administration awarded a $3.4 million grant to support the East End Triangle R.A.I.L.S. Plan, which directly complements deployments like Harrisburg Plaza. Major news outlets, including Fox 26 Houston, KHOU 11, and Click2Houston, have highlighted these efforts in stories about rail safety, infrastructure improvement, and community revitalization. The project continues to serve as a model for urban transformation through smart public safety strategies.

Future Plans

Scaling smart infrastructure across the District

Following the successful deployment at Harrisburg Plaza, the East End District and Teksys are already planning system expansion to Navigation Blvd Esplanade. The performance and ease of Altowav's solution has reinforced its role as a cornerstone technology in the District's broader public safety roadmap.
